Hammer Response Vs. Hammer Action

If a keyboard is described as having Hammer Response, is it assumed it has Hammer Action?

When you look at the Roland FP-80 on the Roland webpage, under Touch Sensitivity it is described as having "Hammer Response: Off, 1 to 10", however nowhere in the listed descriptions does it specify that it has Hammer Action.

Any thoughts?
