Kurzweil K2600 Power Supply Issue

I have been troubleshooting this synth and found a shorted 33000uF cap in the power board which I assume attributed to a ground loop type of buzz coming from the output. I decided to replace all the electrolytics and test all the diodes and transistors which tested fine. Once putting the board together, I only get the LCD to light up and the fan to run. I checked the power supply voltages again and found all the 12V and 15V pins are good but the +3V and +5V pins all read around +1.3V. I suspect during capacitor replacement the U1 IC or a transistor went bad from static or something. There are not many voltages listed on the schematic and am not sure how to troubleshoot this. I ordered a replacement IC and transistors for the board but would like to work through this logically without shotgunning the components. Any help would be much appreciated!
