I'd prefer the CT-S1 for its greater variety of sounds, its better MIDI functionality (convenient if you want to get other sounds from a smartphone or iPad, for example), and the pegs that allow you to attach a guitar strap (so if need be, you can play it anywhere without having to bring a keyboard stand or find something to put it on).

Depends upon what and how you want to learn.

There are Pros and Cons with each and there are other makes and models in a similar price band.

ie if you want to learn classical piano then both are not best suited to the task and you should spend more on a digital piano like a Yamaha P125.

or

If you want to play chords left handed and melody right handed then an Arranger would be more suitable with Yamaha, Korg and Casio making keyboards.

A general cheapish learner keyboard like your choices will with practice become very limited in what you may want to achieve.

Advise us more on your thoughts and aspirations and guidance can be tailored better.
